Краткий ответ: Every Estonian company needs a legal address. If you run the company from abroad, the standard solution is an address in Estonia from a licensed virtual office provider. A separate contact person is legally required only if your company’s legal address is outside Estonia. Most providers bundle the address, the contact person and mail handling in one package. Expect to pay roughly €125–€400 per year. A virtual office is an administrative address service. It does not make your company tax resident anywhere and it does not prove where the business is managed.
What a “virtual office” in Estonia actually is
In Estonia the term means a service that lets your company use a registered address in the country without renting premises. It is not a coworking desk and not a mailbox in the informal sense. The address goes into the public Business Register, and official letters from authorities are delivered there.
The official e-Residency guidance gives founders two options for the legal address:
- An address in Estonia from a licensed virtual office provider, for companies without a permanent office in Estonia.
- The address of the company’s management board in the home country. In that case a licensed contact person must be appointed (e-Residency Knowledge Base).
Legal address, contact person and mail handling in Estonia are three different things
This is where most guides, and most provider marketing, blur the picture.
| Сервис | What it does | What it doesn’t do |
| Legal address | The address recorded in the Commercial Register, where authorities send official notices | Provide a staffed workplace or show that the company is managed in Estonia |
| Contact person | Receives procedural documents and declarations of intent. Delivery to them counts as delivery to the company | Give them any authority to act for your company |
| Mail handling | Receives, scans or forwards correspondence as your contract specifies | Make the provider responsible for acting on the contents unless agreed |
When you need a contact person
Under § 24(2) of the Commercial Register Act, the contact-person requirement depends on the company’s address being abroad. Board members living abroad do not trigger it when the registered address is in Estonia. The Xolo guide on this topic reaches the same conclusion.
Some provider pages describe the contact person as mandatory for every non-resident. In practice, most remote founders buy an Estonian address, and providers often bundle a contact person with it anyway. Appointing one voluntarily is allowed. Check the law, not the package name, before deciding what you must pay for.
Only certain professionals can act as a contact person (e-Residency Knowledge Base):
- a licensed trust and company service provider
- an advocate or law firm owner
- a sworn auditor or audit firm
- a tax representative of a non-resident
- a notary
The appointment has a fixed term, usually one year. If a required contact person lapses and is not renewed in the Business Register, this can be grounds for deleting the company.
What a virtual office does for your business day to day
- Official mail. The Tax and Customs Board, the Business Register, Statistics Estonia and other authorities send reminders, decisions and notices to the legal address. Ignoring them can lead to the company being closed or, in serious cases, e-Residency being revoked (e-Residency Knowledge Base).
- Invoices and contracts. The address appears on your invoices and in the contracts you sign.
- Banks and payment providers. They use it as the company’s legal location. Banks do not send mail to Estonia as a rule and are used to posting cards to e-residents abroad.
- Rare paper letters. Examples are a postcard code for Google Business Profile verification. A good provider scans and forwards these.
What a virtual office does NOT do
It does not settle tax residency. An Estonian OÜ is an Estonian tax resident under domestic law (§ 6(2) Income Tax Act). Another country may also treat the company as resident, for example under management-and-control rules, which can create dual residence. A treaty can override domestic residence rules (§ 6(5)). Separately, activity abroad can create a permanent establishment there (e-Residency on cross-border taxes). The official guidance says the legal address does not automatically determine tax residency, though it can be one indicator authorities consider (e-Residency Knowledge Base).
It does not move the company’s statutory seat. An OÜ’s seat is the place in Estonia named in its articles of association. A foreign registered address does not move the seat abroad.
It is not a workplace. Some providers include meeting rooms or desks. Many do not, so check before you plan to host clients there.
What it costs in 2026
The e-Residency programme puts the typical cost of a virtual office service at about €200–400 per year, depending on the package and whether it includes accounting (e-Residency Knowledge Base).
Published provider prices show a widespread:
| Provider (listed prices) | Address + contact person |
| LKS Consult | €120 + VAT, or €500 + VAT for 5 years |
| Unicount | €179/year + VAT |
| Eesti Firma | €400/year bundled (€250 address + €250 contact person if bought separately) |
| 1Office | €195/year as part of a company-formation package, plus the €265 state fee |
Prices were taken from provider and marketplace pages in 2026 and change often, so confirm current rates before ordering. Some providers, such as Xolo, include the address in a subscription that also covers accounting, so there is no separate line item. The €265 figure is Estonia’s state registration fee for a new company.
How to choose a provider
- Check authorisation. Providing an address for another business is a trust and company service under the Money Laundering and Terrorist Financing Prevention Act (§§ 8 and 70). Providers generally need authorisation, with limited exceptions. “Licensed virtual office provider” is commercial wording, so verify the specific licence or professional status. The e-Residency Marketplace states that its listed providers hold the required licence, which can be checked on their profile pages (e-Residency Knowledge Base).
- Ask how mail is handled. Who receives letters, how fast they are scanned, whether physical forwarding costs extra, and who reminds you of deadlines.
- Check renewal. Contact-person terms expire. Ask who handles renewal in the register and when you will be reminded.
- Expect KYC. Providers are obliged entities under anti-money-laundering law, so they must verify your identity, your beneficial owners and the nature of the business, with ongoing monitoring.
- Compare packages like for like. The cheapest option is not always the best, since the provider is publicly associated with your company.
Changing provider
You can change the legal address in the Business Register, but it may require supporting documents and a state fee (e-Residency Knowledge Base). Agree the handover date with both providers before the old arrangement ends, and confirm who files the register changes. Keep a copy of the service agreement.
Common mistakes
- Treating the address as a tax-residency solution. It is not one. See the tax section above.
- Letting the contact person term lapse. A missed renewal can lead to deletion proceedings.
- Paying for extras you don’t need. The legal minimum is the address, and a contact person where required. Fax numbers and call handling are optional.
- Not knowing who reads the mail. An address is only useful if someone is responsible for forwarding and flagging deadlines.

Frequently asked questions
Do I need a virtual office for an Estonian company?
You need a legal address. If you have no permanent office in Estonia, a virtual office is the usual way to get one (e-Residency Knowledge Base).
Do I need a contact person if I live abroad?
Only if the company’s legal address is outside Estonia. With a legal address in Estonia, a contact person is not required, though many packages include one.
Can I use my home address as the legal address?
Yes, the official instructions allow a foreign address, but you must then appoint a licensed contact person in Estonia (e-Residency Knowledge Base).
How much does a virtual office in Estonia cost?
Published prices run from about €124 to €400 per year, with the e-Residency programme citing €200–400 as typical.
Does a virtual office make my company tax resident in Estonia?
An OÜ is already Estonian tax resident under domestic law, but the address itself does not decide the question. Other countries can claim residence or a permanent establishment based on where you actually manage and operate.
Can I change my virtual office provider?
Yes. The change is filed in the Business Register and may need documents and a state fee, so plan the handover.
